On September 24, the Ministry of Commerce issued an announcement, deciding to initiate an investigation into the U.S. PVH Group for suspected violations of normal market transaction principles concerning Xinjiang-related products, interrupting normal transactions with Chinese enterprises, other organizations, or individuals, and adopting discriminatory measures.

The U.S. PVH Group should provide written materials and proof of whether there have been discriminatory measures against Xinjiang-related products in the past three years, as well as other information required by the investigation authority, to the office of the Unreliable Entity List mechanism within 30 days from the date of publication of this announcement.

3 of the Unreliable Entity List mechanism in 2024: To safeguard national sovereignty, security, and development interests, in accordance with relevant laws such as the "Foreign Trade Law of the People's Republic of China," the "National Security Law of the People's Republic of China," and the "Anti-Foreign Sanctions Law of the People's Republic of China," the Unreliable Entity List mechanism, based on Article 2, Article 5, and Article 6 of the "Regulations on the Unreliable Entity List" and other relevant provisions, has decided to initiate an investigation into the U.S. PVH Group for suspected violations of normal market transaction principles concerning Xinjiang-related products, interrupting normal transactions with Chinese enterprises, other organizations, or individuals, and adopting discriminatory measures.

The relevant matters are hereby announced as follows: 1.

The U.S. PVH Group should provide written materials and proof of whether there have been discriminatory measures against Xinjiang-related products in the past three years, as well as other information required by the investigation authority, to the office of the Unreliable Entity List mechanism within 30 days from the date of publication of this announcement.

During the investigation period, the U.S. PVH Group may present its case and defend itself to the office of the Unreliable Entity List mechanism.

The office of the Unreliable Entity List mechanism will legally conduct an investigation into the PVH Group by questioning the parties involved, reviewing or copying relevant documents and materials, and other necessary methods.

The PVH Group and related enterprises should cooperate.

4.

During the investigation period, any unit or individual may report to the office of the Unreliable Entity List mechanism about the U.S. PVH Group's violations of normal market transaction principles, interrupting normal transactions with Chinese enterprises, other organizations, or individuals concerning Xinjiang-related products, and adopting discriminatory measures, and should provide relevant evidence.
